SEC. 17. The State shall give priority to education, science and technology, arts, culture and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development.

SEC. 17 of the Philippine Constitution dictates that the State must provide education to all citizens in order for them to have a general and broader understanding about the State that will result to the betterment of the country as a whole.
