I. Introduction
Land for the landless. The farmers who tilled the soil for so many years with blood and tears should be awarded a portion of as approved by (CARP) Comprehensive Agrarian Reform the land that they dreamt of owning for the security of their family and for the brighter future of the nation as well. We also study (CARP) Comprehensive Agrarian Reform because it also helps increase the economy of the Philippines by exporting agricultural products and for marketing purposes.

II. Historical Background

a. President Corazon C. Aquino (1986-1992)
Executive Order No. 228, July 16, 1987 – Declared full ownership to qualified farmer-beneficiaries covered by PD 27.
Executive Order No. 229, July 22, 1987 – Provided mechanism for the implementation of the Comprehensive Agrarian Reform Program (CARP)
Proclamation No. 131, July 22, 1987 – Instituted the CARP as a major program of the government.
Executive Order No. 129-A, July 26, 1987 – Expanded the power and operations of DAR.
Republic Act No. 6657, June 10, 1988 – former President Cory Aquino signed into Law Republic Act No. 6657 otherwise known as CARL. The Law became effective on June 15, 1988.
Executive Order No. 405, June 14, 1990 – Vested in the Land Bank of the Philippines the responsibility to determine land valuation and compensation for all lands covered by CARP.
Executive Order No. 407, June 14, 1990 -Accelerated the acquisition and distribution of agricultural lands, pasture lands, fishponds, agro-forestry lands and other lands of the public domain suitable for agriculture.
b. President Fidel V. Ramos (1992-1998)
Republic Act No. 7881, 1995 – Amended certain provisions of RA 6657 and exempted fishponds and prawns from the coverage of CARP.

Republic Act No. 7905, 1995 – Strengthened the implementation of the CARP.
Executive Order No. 363, 1997 – Limits the type of lands that may be converted by setting conditions under which limits the type of lands that may be converted by setting conditions under which specific categories of agricultural land are either absolutely non-negotiable for conversion or highly restricted for conversion.
Republic Act No. 8435, 1997 – Agriculture and Fisheries Modernization Act (AFMA)
Republic Act 8532, 1998 – Agrarian Reform Bill. Provided an additional Php50 billion for CARP and extended its implementation for another 10 years.
c. President Joseph E. Estrada (1998-2001)
Executive Order N0. 151, September 1999 – Allowed the voluntary consolidation of small farm operation into medium and large scale integrated enterprise that can access long-term capital.
d. President Gloria Macapacal-Arroyo (2001-2010)
CARP not only involves the distribution of lands but also included package of support services which includes: credit assistance, extension services, irrigation facilities, roads and bridges, marketing facilities and training and technical support programs.
e. Benigno Simeon “Noynoy” C. Aquino III (2010–2016)
Synergizing and rationalizing the efforts of the CARP implementing agencies in all processes of LAD.
f. Rodrigo Roa Duterte (2016-Present)
HOUSE BILLS 114 AND 3051 – an act mandating the completion of the Land Acquisition and Distribution (LAD) component of the Comprehensive Agrarian Reform Program (CARP) pursuant to republic act no. 6657, otherwise known as the “Comprehensive Agrarian Reform Law”

III. Discussion

(CARP) Comprehensive Agrarian Reform Program is welfare for landless farmers to receive consideration to promote social justice in terms of moving the nation towards rural development and industrializations for the establishment of one ownership to cultivate economic size farms as the basis of Philippine Agriculture
The State shall encourage and undertake the just distribution of all agricultural lands, subject to the priorities and retention limits set forth in this Act, having taken into account ecological, developmental, and equity considerations, and subject to the payment of just compensation. The State shall respect the right of small landowners, and shall provide incentives for voluntary land-sharing. The state shall recognize the rights of every farmers, farmworkers and land owners, and also the cooperatives and other independent farmers organizations to participate for planning, organization, and management of the program they also need to provide support in agriculture through technology and research and adequate financial production marketing and other services.

IV. Current updates

Feb 26 2017- The (DAR) Department of Agrarian Reform expands the coverage of agrarian reform in an estate that owned by former President Aquino Family the 384 hectares that which the lands are being idled to be distributed to the farmers, in a press conference Secretary Rafael Mariano said the 384 hectares should fall under “automatic coverage” of the Comprehensive Agrarian Reform Program (CARP) after the DAR found no development on the land in violation of the requirements set by its
Classification for being industrial. Mariano’s order brings to at least 727 hectares the area in Luisita placed under agrarian reform under the Duterte administration.

March 08, 2017-
The Department of Agrarian Reform (DAR) has started a huge validation program of agrarian reform beneficiaries for the sugar plantation in Hacienda Luisita Tarlac, in a bid to stop the unfairly “aryendo” or “lease-back” scheme in which the farmers end up renting out the government-distributed lands back to the former landowners.

Valley to make way for the actual agrarian reform beneficiaries under the (CARP) Comprehensive Agrarian Reform Program.

June 13, 2017- The World Bank has approved a $99.3-million loan to support a project in the Philippines aimed at improving farmers competitiveness and market access. The World Bank said about 300,000 farmers and farm workers stand to benefit from the project, which will “support the efforts of farmer organizations to improve productivity and the quality of products, as well as find more markets in order to raise farmers’ incomes. Agrarian Reform Secretary Rafael Mariano was quoted by the World Bank as saying. “Through the farmer-driven matching grants, improvement of the private-public partnerships among the farmers that will strengthen our efforts to help small-holder farmers and their organizations engage in sustainable agri-enterprise projects”. Through this they can raise their incomes and help them become self-reliant.”

V. Recommendation
Increase the fund for the DAR and let the farmers own the land if they have worked on it for about 10 years with no more compensation to the owners how matter minimal it is. The President Rodrigo Duterte should be mandated to implement effective and immediately the policies as contained in the CARP law. Corruption must be definitely stopped for to CARP to succeed.
