            The leaders in the contemporary societies have a variety of problems that inhibit their execution of duties making them unable to perform their work well. This leaders lack most of the qualitative skills needed to foster the right correctional procedures and make the corrections institutions one of the best managed in the United States. To accept the ever increasing debate in the United States over the criminal justice system, we need to have a look at the broader perspective of the relationship between the state and the citizen and the functions of imprisonment in the United States of America. Though in this country, the United States, crime and corrections are the worst managed, the corrections are never known to rehabilitate but rather offer punishment to those prosecuted within the United States. This has led to failure of the management to achieve its main objectives in the administration of the criminal justice in the United States,[1]

 The methodologies of arrest and required prosecution techniques need to be skills both the management and the administrative arm have acquired among others skills. Therefore it is very urgent for some of the skills to be instilled into the management to help them in administering proper and effective leadership to the inmates. The leaders are unable to realize and address to the fundamental social and economical and causes of criminality. This is one area that needs reform to help in revolutionizing the whole correction institution within the United States. It should not be the disciplining arm of the state but rather it should be the correction arm of the state.[2]

The correction facilities within the United States are so populated with respect to the number of the inmates. The number of inmates in recent years has swelled to desperate levels and this is a problem to the entire nation considering that majority of the victims are doing thing against the law. The correction institutions should come up with ways in which to reduce the number of the inmates because unless this is addressed, it might make the nation to be one of the most unsafe nations in the world. The inmates are never rehabilitated but instead are punished. This is in contrary to the core aim and mission of the correction institution which is to provide those inmates with the required knowledge and skills so that they feel rehabilitated rather than punished. This is one area in which those inmates once they are through with their terms, they find themselves on the wrong side of the law once again and are taken back to prison. This is the major cause of the growing population in the prisons in the recent past. [3]

The rehabilitation therefore need to be carried out to them to ensure that once one goes out he/she is never found back to prison again. Hence the management of the corrections needs to be given skills to enable them input into this inmates the favorable skills needed to make them realize that they have chances in life to change their destiny. The management also lacks funding to enable them implement this new and effective programs to help change the entire correction facility. The state fails to provide enough  funds to this corrections to make this corrections make worthy causes in their running of this corrections institutions. This helps in ensuring that the all the required things are produced at the right time and this guarantees efficiency.[4]

Another challenge is the rapid turnover of the corrections leadership. This in turn destabilizes the entire system and makes the hierarchy of the corrections hard to be followed for the workforce. If for instance the leadership of the correction is changed, it becomes hard for those who had trust to their leader to change the same way. This may make the entire system to halt for some time because these new leader may want to do things his style and by his preference. This breaks down the whole procedure by crippling the entire work plan[5].

Another issue is the employees who are retiring. Most of these employees are the once experienced and by retiring they may make the whole process to halt for some time. The loss of such manpower through such retirees is a big loss to the whole correction institution. This is so because well focused, experienced and industrious employees are lost in such simple ways. This is the biggest and the largest challenge to the correction institution. The management must have those with the skills to teach and help those inmates acquire some fundamental education to help them in their future endeavors. This helps in ensuring that inmates are rehabilitated and turned into good citizens of the country .[6]

 First and foremost, the leaders lack the skills of budget management. This is the most important department within the corrections. They are unable to analyze budgets and prepare good budget estimates for further analysis. This calls for the well qualified persons in the budget procedures. They need those people with skills to apply the principles of strategy and fiscal planning in the corrections. The leaders need these important skills to help them gauge the final analysis and help them be better performers. The management need to well focused in strategic planning and how it’s linked to budget analysis and processing. They therefore they need to be well equipped to prepare budgets and provide the effective management of the budgets. If they have all this skills, it will help the management in funds management and provide effective and judgmental solutions to the inmates. This will increase their planning skills and make them be better managers[7].

Contemporary leaders in the corrections lack the very important skill of the basic information systems. The information systems inputs effective, efficient, accurate and reliable information to the management which helps in decision making. Information system helps the leaders to access information they require to help them make worthy decisions basing on all the available information in the system archives. Information system helps those concerned to understand the structure and nature of the critical roles in making decisions. This is a very important aspect in the management who are in constant need of the required information to help them make judgments basing on all the available information in the archives. Therefore, if the leaders in the contemporary society lack this aspect, it will bring failure to the whole management and later on cripple the entire corrections.[8]

The contemporary leaders face challenges of management and administration concerns. They lack efficient and sufficient administrative skills that can help them make good and worthy decisions. There are the more complex and big tasks in the administrative department of the correction facility. Such examples include; the perplexity of the mandates and the complexity of the duties involved. All this is a major challenge to the contemporary leaders who lack the necessary skills in implementing these tasks within the correction institutions. There are issues of the daily planning within the administrative divisions that is needed in the establishment of sound, wise and the best rules within this division to help in the effective leadership and proper management of the corrections. They need the skills in the management of the human resource and let their juniors not fear their leaders because of their seniority within the correction. There are those leaders who are hard to change as a factor and become very unruly to the management and human resource to provide infective sound judgments to the inmates. They therefore need to be vigilant to their juniors and help bridge the gap between them and their juniors for example by setting up systems and clubs for interaction.[9]

Another problem facing the leaders in the contemporary society is the lack of good ethics, policy and law. Which are fundamentals within the corrections institutions. Ethics must be thoroughly analyzed and examined in order to come up with valid conclusions to the corrections. One of the hurdles that the leaders are facing, it is not understood well hence makes the leaders to make judgments out of regard to policy and the law issues. The corrections institutions therefore must have leaders who understand the ethical, policy and law issues to avoid making thorough mistakes during the judgment stages. It is therefore important for leaders to have the historical, knowledge and the philosophical skills that can asses and ensure a fair judgment of those concerned. It is therefore very important for the contemporary leaders to be well versed with the necessary policy, law and ethical issues to help them make better decisions. This makes the judgment to be conclusive and valid[10].

Another aspect of the leadership failure to make wise decisions is the lack of provision of statistical skills necessary to help the management in discerning the aspect of research for them in the correction. Thus the contemporary leader finds hurdles in research and this retards the management’s decision. Therefore the management should be well versed with the statistical matters and may get well researched materials that are very helpful in the stable management of the resources of the corrections facility or institutions. Statistics is a subject that can be used in analyzing, research and creating of information for the whole of the managers of the corrections institutions. Change must be planned in order to acquire the necessary knowledge to assist the management to make to make wise and important decisions. The overall implementation of the decisions made within the correction lies with the management who are the pillars of the correction institution. Research is so critical to the development of the knowledge. Yet research is the backbone of the growth of the correction or any other organization .[11]

Research helps the management by coming up with new or quality ways in which the management can use to develop their corrections institutions. It is through statistics that the leaders can find very important information such as statistical inference which helps the leaders make a variety of decisions. Statistical methods are the ones used to evaluate the performance and effectiveness of the various arms of the corrections. Statistics can also be used to forecast the future by use the various probability methods and other statistical ways in which we can gauge the outcome of the particular aspect at a future date. Therefore the correction department can use the tools to forecast future rather than leave it to the speculation and unwarranted arguments about there own research.[12]

Another factor is that, the correction leaders have no experts in the philosophical information and the history of the corrections institutions. They lack this important aspect as their core within the corrections. The mission of the corrections is to provide the philosophical, historical and sound judgments basing on their rules and regulations and their core facts in the corrections. But the leaders lack the required historical and philosophical information needed to foster good understanding within the corrections. Therefore they need these roots, evolution and the history of the western civilization for them to lead according to the way it should be within the corrections institutions. They also lack the effective administrative skills needed for the criminal justice of the American society. They lack the core issues needed to respond to social issues within the United States. These aspects need to be strengthened to enable them administer future directions for justice and the criminals in the American society .[13]

This creates programs for effective implementation to enable those in the United States see that justice is effectively applied to them. This program helps in outlining the functions of the criminal justice system and elaborates their implementation to the corrections in the United States. It also explains how and where a criminal who has just been arrested should be taken. It also explains the nature of crime and its victimization in the United States. It also helps one to understand the police force and learn the functions of the police force and learn its impact to the society within the United States. It explains the role of the courts, prosecution and the defense during the course of the administration of the criminal justice in the United States (Carlson, P. M. & Garett, J. (1999).

 These leaders lack the analytical skills needed to understand why and how the courts and the victims are treated with due respect. Another factor affecting leaders in the United States is the resource allocation to corrections. They lack the audacity and the knowledge to manage the resources at the corrections institutions. They have been unable to manage the physical resources and the personnel’s within the corrections by failing to monitor and provide both control and security of the organizations physical resources. This is one factor of the management that is very fundamental to the core business in the United States. The leaders are unable to provide the needed control over all the resources and management of the workforce within the correction institutions.


There leaders must be given the desired skills to ensure that they learn the history and the philosophical ways of leadership in the correction institutions. This helps I making wise and effective decision. So if all the leaders have the knowledge, history and the philosophical aspect of the corrections, the development of the corrections facility will be the highest.

The leaders should also be given thorough tutorials or workshops to help them in preparation and budget analysis. These sharpen the skills of the managers and are able to make sound and effective decisions. Therefore the management should hire those with experience in managing the corrections to instill better skills and judgment in the correction institution.

The managers should find ways of recruiting other employees to fill in all the available vacancies and make the institution perform according to its expectation. These in turn helps in ensuring that all work is performed and is up to date with the latest development trends in the correction institution.[14]

The management should hire lawyers to ensure that all the legal issues are dealt with immediately. This helps in fostering the work of the management and in ensuring that everybody is given a fair judgment. Those dealing with legal matters need to understand the fundamental laws and learn in the way these laws are applied. These employees too need to understand the legal framework under which the correction system applies. This will bring about resourcefulness and the legal consciousness to the entire inmates and make them aware of the legal simplification to their cases.[15]

The inmate population should be reduced by ensuring that all those without capital offences are set free and given mandatory work to do. They should also be given enough education and proper education to enable them get a living outside once they leave their jail terms. This helps in reducing the ever increasing population in the prison in the United States. This can also be given to them through hiring of enough teachers to provide education to all those inmates. Once they get the necessary education, it will help them once they land back in the society by finding something to do and make their lives worthy one again. By this therefore, the correction management should have individuals who have the education and the necessary skills needed in helping them get their skills for all those who lack the skills and the basic education.

As noted by Fair (2000), their must be ways in which the difference between offenders in the prisons is taken care of and this removes the systematic assumption that all inmates are treated with disparity. The leaders therefore should come clean and initiate the process of ensuring that the corrections are the best managed institutions in the whole republic. The leaders should be given enough time to manage the corrections rather than hurry them up. The issue of constant change in the leadership should be done way with and instead leave the leaders work for enough time to realize better results. The leaders should ensure smooth transition and let the soon to retire individuals help teach the other managers how to perform some of the tasks. This creates an avenue of leadership transition and in turn helps those to be recruited learn new strategies which may help them in making a variety of wise decisions. The management should also organize on the systematic training of their employees and timely attendance of workshops or learning tutorials to help them acquire the necessary statistical skills to be used in the research or still they can hire Statisticians and researchers for qualitative research. This is so useful to the management because research is the backbone of the development of any organization.[16]
