Definition of Totalitarianism: The principle of complete and unrestricted power in government. A form of government in which the ruler is an absolute dictator (not restricted by a constitution or laws or opposition etc.)
In 1922 the king gave Mussolini the power to rule by decree for one year due to the Bolshevik threat. Mussolini quickly moved to consolidate his position. Thousands of opponents were arrested or beaten up. Throughout 1922 to 1923 there were changes of personnel in key jobs.
Mussolini increased his power over his own party by establishing the Grand Council of Fascism, the supreme body, to which he made all appointments. In 1923 he reduced the influence of the RAS by converting the squads into a national militia. Also a new electoral law was enacted, now the party which received most votes, would obtain two-thirds of the seats in the Chamber. In the April 1924 election, the Fascists, aided by violence and some election rigging, obtained 66 per cent of the vote. Now it was hard for anyone, even the King, to prevent Mussolini doing as he liked.
In July 1924 Mussolini tightened press censorship and in August banned meetings by opposition parties. Most Liberal leaders now joined the opposition in protest, but it was too late. Opposition parties and newspapers were suppressed. A decree made Mussolini no longer accountable to parliament. A new electoral law was introduced in 1928. The Fascist Grand Council now chose 400 parliamentary candidates and presented them to the electorate for approval (The council simply approved what Mussolini had already decided). Only members of a Fascist syndicate and those who paid high taxes could vote, reducing the electorate from ten million to three million. In 1939 parliament abolished itself altogether and was replaced by the equally meaningless Chamber of Corporations. Local democracy was also abolished. Elected mayors were replaced by officials appointed from Rome.

After 1922 Mussolini tried for even closer relations with the Vatican. Restoring Catholic education in schools and increasing state payments to priest helped win the Pope’s confidence. In 1929 the Lateran Treaty restored the Pope’s temporal power over the Vatican City in return for papal recognition of the Kingdom of Italy. Added to the treaty was a Concordat which defined the role of the Church in the Fascist state. Catholicism was to be the state religion.
After 1924 the ban on political activity outside the Fascist Party, together with press censorship, denied opponents a platform for their views. Those who opposed Mussolini were likely to be spied upon by the OVRA, beaten up and imprisoned. The lack of significant opposition, in part a reflection of the strength of the regime’s repressive measures, was also proof of Mussolini’s ability to manipulate opinion. The newly created Fascist Academy offered good salaries to leading academics. Journalists and intellectuals, who might have been expected to oppose a system which suppressed individual freedoms, were encouraged to join that system. Journalists had their pay doubled. The regime used extreme propaganda to build up support. Newspapers and films were censored. The radio was government-controlled. Posters insisted that the duty of every Italian was to ‘Believe, Fight and obey’.
Mussolini was determined that the Fascist party should serve him and not vice versa. Once he controlled the state, he was far less vulnerable to RAS pressure. His mastery of the party was demonstrated at its last congress in 1925 when he demanded that it should obey his orders. Purges of party dissidents followed. By 1928 all party posts were made from party headquarters in Rome. The party thus became totally subservient to its leader.
In 1926 a Fascist youth organisation (the Balilla) was set up. Membership was compulsory for all state school children. Members took an oath to follow the orders of the Duce and to serve the cause of the Fascist revolution ‘with all my might, and, if necessary, with my blood’. Teachers were ordered to stress the Duce’s genius, and pupils were taught to take pride in Draly.
After 1926 workers no longer had the right to strike or to join free trade unions. Even great industrialists, who generally benefited from Fascist policies, soon lost faith in the corrupt and over-bureaucratic corporate system.
In conclusion Mussolini’s Italy was nearly, but not truly totalitarian, because the king still theoretically could dismiss him. Even though Mussolini was in full control of the country and was able to deter the King from any political involvement.
