The proposed computerized payroll system will give a big relief of the employee and employers as well. According to DAVE ROOSE in his article on How Payroll System Work “If you make a mistake on an employee’s pay check enough times, he’ll probably quit”. In manual payroll system there is so many possible errors that may encounter but if the payroll is computerized, payroll clerks will not need calculator to compute the salary of the employee. The proponents will propose a system that is entitled computerized payroll system. It will save time, produce faster result and will lessen the errors. The main purpose of this proposed project is to design and implement the computerized payroll system.
History of Ilocos Sur Community College
In 1975, the ILOCOS SUR COMMUNITY COLLEGE was founded as a priority project of Honorable Luis “Chavit” Singson the Governor of Ilocos Sur with the passage of Sanggunian Panlalawigan Resolution No. 523 series of 1975 creating the Ilocos Sur Community College governed by a Board of Trustees and supported by the Resolutions from the Municipality of Vigan and the Rotary Club of Vigan. Honorable Juan Manuel, Secretary of Education and Culture approved the College on May 30, 1975. In 1975; DECS recognized the two-year Midwifery course and its Operation started on an Honorarium basic with the Officer-In-Charge, Mr. Salvador Annunciation, principal of ISNHS. Few medical personnel and Nurses were hired to start the operation. Teachers from the Ilocos Sur National High School (ISNHS) constraints, Doctors and Nurses assigned in the Provincial Hospitals and Rural Health Units were requested, principal of ISNHS.

After the first year of operation enrolment began to increase as students were attracted to the quality of instruction, the low tuition fee and the equalled interest of Honorable Governor Luis “Chavit” Singson to help the poor but deserving students, so that someday they will recognize their dreams of a better tomorrow.
The Ilocos Sur national High School (ISNHS) offered its textbook and reference book and laboratory facilities to start the operation of college. Then the college started to acquire the needed books and laboratory equipment. The hiring of qualified instructors and acquisition of books and passing in the first two midwifery Examinations was 100%. This made Honorable Luis “Chavit” Singson more interested in developing and improving the college.
By the year 2014, ISCC would have been a centre of excellence for academic; ladderized program; Technical and Vocational Educational and Institute Training (TVET) programs; a self sustainable educational institution which highly competitive teaching and non-teaching staff; with state of the art facilities, laboratories, and instructional material, producing highly trained and globally competitive graduates.
ISCC is committed to educate and train the young people of Ilocos Region for enhance labor productivity and responsible citizenship in an environment where educational access is equitable; To inculcate nationalism and patriotism in the hearts and minds of the student; to accelerate the development of high level professional and technical vocational skilled worker to meet the international competition; to serve as a centre for training and development.
Significance of the Study
This study is important because it will lessen the error of computing the payroll of the contractual employee that will give more accurate result for the payroll and it will process the entire method system in computing for a faster way. It is also more organize and more efficient because it is a paper efficient work for the user. The application can prevent confusion on the computing since that it is an automated and systematic way of calculation of the payroll for the contractual employee.
Background of the Study
Through the use of application, the administrator’s office will be able to secure an accurate and efficient way of computing the payroll of contractual employee of Ilocos Sur Community College it also enables the user to save and edit an employee’s information needed for their payroll Processing for much better and faster way of computing their payroll records. It also allows the employee to view their attendance record and their individual payroll slip.
In fact it is design to save a payroll records in a database for every month in order to have the efficient way of handling and saving payroll record of the contractual employee of the Ilocos Sur Community College.
It shall help the admin clerk to minimize the manual calculation of employee’s late, absent, and under time because the system will automatically compute the late deduction, under time deduction and absent deduction in their payroll processing.
Presentation of Existing System
The office is concern with the data needed for calculation: Data gathering needed for computation:
1. Log-in and log-out of employee’s.
2. Daily Time Record submission of employee.
Data checking and manual checking of the Daily Time Record and the log book. 1. Computation of the total numbers of contractual working hours. 2. The calculation of the total deduction of late and absences of contractual employee. 3. Printing the output of the payroll.
Reminder: In computing the contractual payroll there are some pointers to consider. 1. Rate of the employee.
2. Deduction for late and absences.
Statement of the Problem
As part of the institution, the administrator’s office is a very essential because it is the responsible for the rights and privilege of the employee which include the payroll system but there are times that the office experience some problem on the existing system or method which include computing error of the number of hours, unmatched data of the DTR and log book confusion in computing.
Scope and Delimitation
Ilocos Sur Community College Administrator’s Office has been initiated with this system. Although this system works with systematic process it also has a limitation being adopted. The system only allows the admin clerk to compute and to view the net pay of the contractual employee and the sum total of the salary fund that the Provincial Capitol will release and allows the admin clerk to save and print a output data of the finished or calculated pay slip of employee . It also allows the contractual employee to view their attendance records and individual pay sleep as long as the admin clerk gives them permission. However the system is designed for contractual employee only and shall not be used for regular and permanent employee.
