Introduction of TOPIC
The art of leadership is to think of the leaders as steward in terms of relationship, assets, legacy, momentum, effectiveness, of civility and values (DePree 14). The leaders’ should leave behind their personal interest and promote the interest of their group. A good leader should be the role model of its constituents and his decisions should be respected and obeyed by the members. There are three standing behaviors of a leader. Goal oriented – leaders should be set in one course that will promote interest for their members. A good leader knows what steps to be done and what goals are to be achieved. He sets the priorities right in accordance to the welfare of his group and tries his best to meet the ends of his actions. Involving – good leaders knows what direction the group must head. He involved himself on the actions of the group and leads the members into the goals it seeks to achieve. He is involving in a sense of making himself responsible to the decisions and seeks of perceptions from his members. Engaging – this is a behavior of the leader wherein he is committed and competent in his work. He engages himself to his members and gives his member more time to understand his decisions and his character as well. This characteristic of a leader is well loved by his people.
The above states outstanding characteristics of a leader which can also be considered as factors on why leaders are effective in their members. Leaders should be competent and effective in a sense they perform their duties and responsibilities to take care on the welfare of its constituents. Just like leaders, managers should improve his relationship with its employees. However, certain managers have different styles depending on the nature of business and the actions of the employees. Different styles are used to address the condition the business is experiencing. One popular style in leadership is the bureaucratic style of leadership. Bureaucratic Leadership Style
The leadership style moves focus of authority from the individual leader to organizational policies and procedures wherein the leaders enforce authoritarian and methodical discipline on the followers and require business like behavior in the organization (Webb 54). This type of leadership is usually applied in a public organization or in the government where bureaucracy is eminent. Public organizations are funded by the government, and their structures are mainly dependent on the recommendations of the state. One of most determining structure for this kind of organization is bureaucracy. The theories surrounding this form is somehow complicated and may be hard to follow by some public institutions, but once it is implemented, it can be a means of providing efficient and effective management structure as a whole.

able to show that it brings more advantages for the institutions than disadvantages. The management
Every organization, whether it is private or public, must be able to determine certain structures that will be useful within the organization in the end. This is because the management cannot properly implement its policies without providing a definite structure that will serve as the basis of their actions and may create the proper functions of the organization as a whole. One of these structures is bureaucracy. This term is defined as an organization set up which is in logical and rational manner for the purpose of accomplishing specific functions (Duatrich et al 228). It is said to be the common inclination of men who are employed in hierarchal organizations to follow directives and to recognize their own interest and ideas with the organization and with all those persons in it who shares this identification (Styrhe 109). Some associate it with public organizations but most use it for the operations of their private affairs. Three known individuals have their own view towards the said concept. They are Karl Marx, Max Weber and Michael Crozier. They have different views on how bureaucracy must be applied, and their views are acceptable in the management world.
Max Weber saw the trend in the society wherein there are people who follow and there are the ones who appoint. In this sense, he concluded that bureaucracy is inevitable as it is part of the social concept in every community. He describe bureaucracy as a desirable form of organization, especially for efficiency and the fair and equitable treatment of clients and employees, he then emphasized a model of organization involving clear and consistent rules, a hierarchy of authority and role descriptions (Rainey 92). His view was more on the positive side of the structure and ensures that every one will benefit if the management will adopt the bureaucratic system. Challenges in Bureaucratic Style
The challenges present in the leadership style used by the public organization is learned and adopted by its workers. As such, good leadership should start within these institutions that can be applied in the styles of leadership outside its premises. Thus the basic challenge among these institutions is to bring forth leadership for social change within the country. This is needed to improve the leadership trend within the government and create an active and well participated society of today. The management should explain fully and regards the feelings of the employees. The workers had grown and develop with the business.
They had been employed from the start of the business and the business will understand their needs. A good relationship between the employees and the management should be the foundation to continue the new project as this will do good for the business and the employees as well. An effective leadership style should be implemented so that there will be no conflict within the business. The leader which is the head of the bureaucracy should consider the length of time served by the employees and the effect of the new system to the workers. Thus, it must be noted that most effective leaders work in different approaches to leadership and are able to change into another style according to the situation that the organization faces. Different styles are needed to address different situations.
