In the 1960s, before the proprietary software dominated the software landscape of the Information Technology industry, there was only limited free software. Later on, various types of proprietary software were introduced to the software industry headed by Bill Gates, who happened to write an “Open Letter to Hobbyists” that advocates that software should be paid for, including royalties. Then, the proprietary software successfully boomed up in the market to the point that it is considered nowadays as the only possible model by many knowledgeable people. But then, after the IBM and others first sold the large-scale commercial computers, the Free Software Foundation was born and they came up with an idea to promote and consider the free software as an option again for software development. With this idea, they introduced the Free Open Source Software to the public (Jesus M. Gonzalez-Barahona, 2004). Free Open Source Software (FOSS) or also known as Free/Libre Open Source Software (FLOSS) is software/software type that is both free and open source.

It means that it is liberally licensed to grant users the right to use, copy, study, change, redistribute, and modify its design through the availability of its source code. Unlike the proprietary and commercial software (e.g., Microsoft Office, Adobe Photoshop, & Cisco Packet Tracer), FOSS allows extensive customization and modification of software to satisfy and support the technical needs of the local users for free. This also allows users to participate more proactively in the development and implementation process of Free Open Source Software-based System (Yu-wei Lin and Enrico Zini, 2007) After the birth of FOSS, the number of various kinds of Free Open Source Software rapidly increased together with the demands of the people. That’s also the time the FOSS industry developed and released different kinds of software such as the GNU/LINUX by Linus Torvalds, Apache, Red Hat, and so on and so forth (Dong Calmada, 2010). Through this great breakthrough of the Free Open Source Software community, numbers of consumers, business firms and even educational institutions did tend to avail for those FOSS as part of their development in the field of Information Technology.

Speaking of those educational institutions, University of the Immaculate Conception is one of those. University of the Immaculate Conception is a premier Catholic University in Davao City, Philippines that provides quality tertiary education especially in the field of Information Technology. As part of their approach to a quality IT Education, this University implements Proprietary Software (e.g., Microsoft Office, Windows 7 OS, SAP Business 1) and only few Free Open Source Software (e.g., Moodle, Blender) to comply the requirements and needs of the students, faculty and staff under the Information Technology Education. However, as being a university in a less-developed country, it is considered that availing IT Education in the University of Immaculate Conception costs so much.

One of the reasons why it is expensive is that the University of Immaculate Conception pays for the licenses and maintenance of those installed Commercial and Proprietary Software and this reflects to the financial statements of the students who are taking the courses under Information Education Program of the University. This financial concern about the availability expensiveness of the Information Technology Education in the University of the Immaculate Conception is a big yet unnoticed eye-opener to everyone to look for a new alternative approach for a cheaper but a still competitive Information Technology Education through lessening and elimination of Proprietary Software installation and through the total implementation of the Free Open Source Software in the University.

Conceptual Framework

Statement of the Problem
Primarily, the purpose of this study is to find out how the total implementation of Free Open Source Software in the University of the Immaculate Conception could be an alternative approach to a more efficient Information Technology Education. This study aims to answer the following questions: 1. What are the characteristics and advantages of Free Open Source Software? 2. How could the total implementation of Free Open Source Software be a better alternative approach especially for the Proprietary and Non-Open Source Software? 3. How could the total implementation of Free Open Source Software save the time, money and effort of every individual who are under the Information Technology Education of the University of the Immaculate Conception? 4. How could the total implementation of Free Open Source Software in University of Immaculate Conception affect and improve the quality of the University’s Information Technology Education?

Objectives
General Objective. The aim of this study is to determine how the total implementation of Free Open Source Software in University of the Immaculate Conception could be an alternative approach to a more efficient Information Technology Education. Specific Objectives. These are the following objectives that the researcher would like to achieve: 1. To determine the characteristics and advantages of Free Open Source Software. 2. To differentiate Free Open Source Software from the Proprietary and Free Non-Open Source

Software in terms of their efficiency as an alternative approach. 3. To be able to know what are the

possible factors that are provided by the total implementation of Free Open Source Software in order to save money, time and effort of every individual who is under the Information Technology Education in University of the Immaculate Conception. 4. To be able to learn how the total implementation of Free Open Source Software could affect and improve the quality of the Information Technology Education of the University of the Immaculate Conception.

Importance of the Study
The researchers strongly believe that this study is important. This study could be a reference for basic knowledge for those students who are taking the course of Bachelor of Science in Information Technology, Information Systems, and Computer Science. It is because the information in here is applicable to any Information Technology related researches and situations.

This study could also be a good source of information not only to the students, faculty and staff of University of the Immaculate Conception but also to those readers and researchers who are seeking for more knowledge about Free Open Source Software.

Through this research, the heads and administrators of the Information Technology Education Program of the University of Immaculate Conception could have a new idea on how they could improve the quality of the university’s Information Technology Education in a more efficient approach.

Lastly, through this study, it is expected that the people who are into Information Technology Education could have a strong foundation and knowledge specifically about Free Open Source Software in order for them to be good and competitive IT professionals in the future.

Scope and Delimitation
This study focuses to the characteristics and advantages of Free Open Source Software only and how it could be a good alternative approach to a more efficient Information Technology Education in the University of the Immaculate Conception.

This study also limits only its coverage on the possible Free Open Source Software that are to be installed as alternatives for the Proprietary Software that are currently installed in every computer units in each computer laboratory under the Information Technology Education Program of the University of the Immaculate Conception. The latter delimitation is considered by the researcher due to the fact that the ITE Program of the University of the Immaculate Conception has more computer laboratories than the other departments and programs in the University. This means that this study could provide more benefits to the students, faculty and staff of ITE Program than the other programs and departments of the University of the Immaculate Conception.

Definition of Terms
In order for the readers to fully and further understand, the researchers gave definitions for the following terms upon how they are used in the study: The Free Open Source Software refers to software that is both free software and open source and it is liberally licensed to grant users the right to use, copy, study, change and improve its design through the availability of its source code. The Free Non-Open Source Software or FOSS is free software that could be shared and redistributed to others but its source code is not open for modification and reverse engineering. The Free Software Foundation is a non-profit organization with a worldwide mission to promote computer user freedom and to defend the rights of all free software users. The Information Technology or IT refers to anything related to computing technology, such as networking, hardware, software, the Internet, or the people that work with these technologies. The Information Technology Education refers to a field of education that covers on the study of the development and the logical use of technology that includes Multimedia, Software Engineering, Computer Networking and other IT related studies.

The Information Technology Education Program is a course program offered in the college department of the University of the Immaculate Conception that provides quality Information Technology Education. The Proprietary Software is closed source commercial software is computer software licensed under exclusive legal right of the copyright holder with the intent that the licensee is given the right to use the software only under certain conditions, and restricted from other uses, such as modification, sharing, studying, redistribution, or reverse engineering. This could come up in open-source type but however, it is not for free.

The Software is a general term for the various kinds of programs used to operate computers and related devices. The Source Code refers to a computer program written in a high-level language which is converted into object code or machine code by a compiler. Source code is the only stage where a programmer can read and modify a computer program. The Total Implementation refers to the total carrying out, full execution, or absolute practice of a plan, a method, or any design for doing something. The University of the Immaculate Conception refers to the institution governed by the RVM (Religious of the Virgin Mary), located at Fr. Selga Street, Bankerohan, Davao City (Main Campus).
